In 1930, the Government of Pakistan decided to establish the National Library (of Pakistan)at Karachi to be operated under the Directorate of Archives and Libraries . A modest beginning was made by setting up the library in Block No 76 of the Pakistan secretariat at Karachi.In a parallel development that followed the tragic death of Pakistan‘s first Prime Minster in 1951, the Liaquat Memorial Library (LML) had been founded by voluntary contribute in commemoration of the late Liaquat Ali Khan’s services to the nation.
In 1953 a proposal was made by the trustees of the Liaquat Memorial Library to amalgamate it with the National Library (NL). The Government of Pakistan agreed to this proposal and gave effect to the decision in January 1954. Consequently the collection of the National Library was transferred to the Merewether Tower where the LML had exists. The newly amalgamated library was now re-named the Liaquat National Library (LNL) . The LNL continued to be used in this Building for nearly a decade until 1964 when it moved to a rented residential bungalow at 34-J/6 PECHS, Karachi. Meanwhile, the government remained conscious of the importance of a permanent Building for the LNL. A proposal for the construction of such a purpose – built building was submitted in 1957 on the basis of which preliminary designs were prepared in 1959 by Mr. A.A Mirza, Senior Architect of the Pakistan Public Works Department. Finally the Development Plan of the Library found its overdue place in the Second Five Year Plan for 1960-65 and the Economic Committee of the Cabinet gave its approval to the expenditure of Rs 2.73 million in September 1960. The design of the new building was finally approved in early 1965 and construction began in June of that year. In January 1969 that the new building became operational.
Although the NL was originally intended to serve as the National Library of Pakistan (NL) but with the shifting of the capital from Karachi to Islamabad a new national library be established in the new capital. As a consequence of this decision, the LNL reverted back to its original nomenclature, the Liaquat Memorial Library. On February 28th 1986 the LML was handed over by the Federal Government to the Culture & Tourism Department of the Government of Sindh with which it remains as its flagship library.

Sindh Assembly passed a resolution on 30-01-1951for establishment of a Provincial Public Library at Hyderabad. Owing to non-availability of accommodation, the public library was started as housed in NJV High School, Karachi. In 1962, it was brought to Hyderabad and temporarily housed in a Hall of Sindh Muslim College Hyderabad. In 1965, a new building was constructed in its present premises with the name of Sindh Provincial Library Hyderabad.
In July, 1971, when the heirs of Dr. Umer Bin Muhammad Daudpoto donated his books collection, along with the furniture and other accessories of the great scholar of Sindh, to this library, the Government of Sindh was pleased to change its name after Dr. Daudpoto. At the time of bifurcation of Education Department, the control of all Public Libraries was shifted to the newly established Culture Department, Government of Sindh, in May, 1986. Since then the library has been functioning smoothly under the administrative control of Culture Department, Government of SindhThis Public Library serves the reading purpose to the General Public, Readers, Scholars, Researchers and particularly students without any discrimination and caters free reading services right from 9:00 AM to 9:00 PM without any kind of break. Around five to six hundred visitors of all type are using this Library with the provision all the necessary facilities. COLLECTION OF BOOKS AND PERIODICALS

I'm very regular user of thus shams Al Ulma library, since 3 years I'm visiting library and there is of high level mismanagement, corruption, negligence. Even without having notices library's timing is changed. I belong to library Science department in University of Sindh and this library virtually seems without any standards.
Culture centre have a public library on the name of SHAH ABDUL LTIF LIBRARY which is the biggest public library of District Matiari in which about 6500 books are available on various topics. Besides, daily newspapers and weekly, monthly publications are also provided for readers.
“Sir Shah Nawaz Bhutto Memorial Library Larkano” was established by Shaheed Zulfiqar Ali Bhutto, the then Prime Minister of Islamic Republic of Pakistan, in memory of his late father, Sir Shah Nawaz Bhutto, who also worked as Dewan or Prime Minister of Princely State of Junagadh. Unfortunately, after imposition of Martial Law by Gen. Zia-ul-Haq, in 1977, and dissolution of democratic government, the Army authorities occupied this building and used it for their own purpose, up to 1983. Thereafter, this building was vacated by them. Mr. Mohammad Hashim Memon, the then Deputy Commissioner Larkano, set up the building for library purpose and got it inaugurated by Mr. Ilahi Bux Soomro Ex-Federal Minister for Industries on 27-10-1984. Since then, the library is functioning smoothly and large number of people have benefited from this service.In 1987, Culture Department, Government of Sindh, took over the administrative control of the library building. During the regime of Shaheed Muhtarma Benazir Bhutto extension wing was approved and constructed, adjacent to the main building, to expand the facilities for literate youth and other citizens of Larkano District. Sindh Government Library Mirpurkhas was established in 1989. This library did not have its own library building. It has been functioning in District Cultural Association (NGOs) building Mirpurkhas since April 1991. However, a development scheme of Culture Department – “Establishment of Cultural Complex at Mirpur Khas” is nearing completion. Originally in 1873, “Friend Society Reading Room” was set up as a library at Lakhi Gate, Shikarpur. Later on, the name was changed as “Narayan Jagannath Library” to perpetuate the memory of Rao Bahardur Narayan Jagannath, a Maharashtra Brahamin, who came to Sindh in 1861 as Assistant Educational Inspector and was elevated to the post of Deputy Educational Inspector. At certain stages, he also held the charge of Educational Inspector in Sindh, a position rarely given to the natives. After national independence in 1947 and creation of Pakistan, the Library was called Municipal Library. On 02-05-1988, Culture Department, Government of Sindh, Karachi took administrative control of the Library and named it “Kadir Bukhsh Bedil Sindh Government Public Library” in memory of the most celebrated poet of the Upper Sindh. The Municipal Committee Shikarpur endorsed the Government decision, in the greater public interest. Building
The old historical building of the library, situated near old City Magistrate Office on the road leading to the Railway Station, was constructed in 1876 by the public subscription and generous donations by Shikarpur Municipality and the Local Board. In 1938, the old structure was dismantled and the same year another building was erected at the cost of Rs.50,000.00. Again in 1977, construction of new building was approved and constructed by Shikarpur Municipality with the financial assistance of the Evacuee Trust Property Board Sindh at total cost of Rs. 148,000. The opening ceremony of the new building was performed by the Kazi Abdul Kadir, the then Political Secretary in Z. A. Bhutto regime.
Recently, one big hall was constructed by the local MPA funds. Two small halls, one for children and another for ladies were constructed by Culture Department, Government of Sindh, Karachi. Collection of Books and Periodicals

The triangular auspicious building of the library comprises three (3) big halls, two (2) small rooms, a large verandah and four rooms, a public lavatory and a big garden in the backyard of the building. Hall ‘A’ accommodates Newspapers Reading Room, Hall ‘B’ serves as Student Reading Room and Hall ‘C’ accommodates Stack in reading area. There is a separate section for children library.
Available space in the library is rented out for local literary and educational function on nominal charges. Historically, the library building served as a meeting place for literary activities including debates, public lectures and other functions.

08 Allama I. I. Kazi Library, Dadu Introduction / History
Allama I. I. Kazi Sindh Government Public Library Dadu was established the year 1965. Prominent personality (Late) Mr. Taj Muhammand Sehrai was founder of this library. Initially, the library remained under the administrative control of District Council Administration Dadu. In 1989, the renovated building was taken by Culture Department, Government of Sindh. Syed Qaim Ali Shah, the then Chief Minister of Sindh inaugurated the library.

In Inauguration Ceremony of this Academy of its present Building was performed by the Law and Local Bodies Minster Sindh Mr. Justice Syed Ghous Ali Shah on 11-02-1985. The name of this Academy of has been kept in name of Soofi Saint Hazrat Sachal Sarmast of Daraza Sharif Khairpur, as per decision took place in the Sachal Seminar and thus Academy came in to existence with effect from 11-02-1985. Sachal Academy Khairpur has a beautiful Air Condition Auditorium with the Provision of 350 Seats. The Academy has two Rest Houses, one on Ground Flour and Second on First Flour and there are two servant quarter and one store also in Academy premises. This Academy has one office and Special Library also which are running the Rest House. This library has 1944 Collection of Books on various Topics.
In order to provide Academy service to the people of the city of Khairpur, it is intended to start Adabi Conference, Seminars, Educational and Cultural programs, with the result that people and the coming generation may obtain this gain for improving and developing their lives from the cultural point of view.
At present this Academy is working under the control of Culture Department Government of Sindh. Now, the Sindh Government has been pleased to sanction hand some amount for repairs, renovation and construction work, which work has been completed by the July 2010, as the Academy burrent in December 2007.
However the inauguration ceremony of the Academy was performed by Honorable Syed Qaim Ali Shah Jillani Chief Minster of Sindh on 29 July 2010.
11 Dr. Atta Muhammad Hami Library, Khairpur Intorduction
The Basic principal of opening of the libraries is only to raise the standard of the education of the students in particular and the public in general. This library was opened with the name of Dr. Atta Muhammad Hami, who was prominent poet, Author and most literacy man. The cost of the library is Rs. 530,000 (inwards Rs. Five Lac thirty Thousands only) which was sanctioned and released during the days of honorable Syed Qaim Ali Shah Jillani Chief Minster of Sindh and building was completed in the year 1992-1993. 04 Sir Shahnawaz Bhutto Memorial Library, Larkano
ReplyDelete“Sir Shah Nawaz Bhutto Memorial Library Larkano” was established by Shaheed Zulfiqar Ali Bhutto, the then Prime Minister of Islamic Republic of Pakistan, in memory of his late father, Sir Shah Nawaz Bhutto, who also worked as Dewan or Prime Minister of Princely State of Junagadh. Zulfiqar Ali Bhutto laid foundation stone of the said building in mid 1970s which was constructed and completed in the year 1976.

Unfortunately, after imposition of Martial Law by Gen. Zia-ul-Haq, in 1977, and dissolution of democratic government, the Army authorities occupied this building and used it for their own purpose, up to 1983. Thereafter, this building was vacated by them. Mr. Mohammad Hashim Memon, the then Deputy Commissioner Larkano, set up the building for library purpose and got it inaugurated by Mr. Ilahi Bux Soomro Ex-Federal Minister for Industries on 27-10-1984. Since then, the library is functioning smoothly and large number of people have benefited from this service.In 1987, Culture Department, Government of Sindh, took over the administrative control of the library building. During the regime of Shaheed Muhtarma Benazir Bhutto extension wing was approved and constructed, adjacent to the main building, to expand the facilities for literate youth and other citizens of Larkano District.
Collection of Books and Periodicals
There are 79,255 books available in the library on different subjects in different languages including English, Urdu and Sindhi. A number of daily newspapers and periodicals are also available in the library.
This library has a collection of 79,255 books in all, mainly in Sindhi, Urdu, English, and few in Arabic and Persian. There are 4,000 books for children.
Besides, 27 daily Newspapers and 46 periodicals in Sindhi, Urdu and English are provided in the library for regular readers.
Facilities and Services
The Library comprises Eight (8) Sections / Halls, One (1) Auditorium Hall and Three (3) Offices. The Sections include General Reading Halls, Newspaper Reading Section, Computer Centre (with internet facility), Children Library, CSS Section, etc. Most facilities are equipped with quality furniture and air-conditioners. There are three beautiful lawns.
A standby Generator facility is available in the library to facilitate the readers / visitors during power load-shedding hours, which unfortunately is a regular feature in the country these days.
Besides, one Auditorium with 206 seats / capacity serves the purpose for literary activities and programmes.
Visitors / Membership
Approximately 750-800 readers visit the library daily. All citizens are entitled to use the library facilities free of cost. However, the national ID (CNIC) is generally sought / checked off and on to ensure safety and security of the readers / visitors.
Timings / Off Days
The library timings are from 9.00 a.m. to 9.00 p.m. daily on all working days. The library remains closed on Sundays and other public holidays.
05 Shah Abdul Latif Bhitai Library, Ratodero
ReplyDeleteThe Foundation stone of this reading place / centre of excellence was laid down by the then Deputy Commissioner Larkano District on 10-09-1985. Initially, the administrative control of the library remained with Municipal Committee Ratodero until it was handed over to Culture Department, Government of Sindh, in 1992.
Collection of Books and Periodicals
This library has a collection of 11,982 books in all, mainly in Sindhi, Urdu and English. Besides, 22 daily Newspapers and 18 periodicals in Sindhi, Urdu and English are provided in the library for regular readers.

06 Sindh Government Library, Mirpurkhas
ReplyDeleteSindh Government Library Mirpurkhas was established in 1989. This library did not have its own library building. It has been functioning in District Cultural Association (NGOs) building Mirpurkhas since April 1991. However, a development scheme of Culture Department – “Establishment of Cultural Complex at Mirpur Khas” is nearing completion. The library will be shifted in the newly constructed Cultural Complex before the end of 2011.

Collection of Books and Periodicals
This library has 19,594 books in English, Sindhi and Urdu. Besides, 1,549 books are kept for children, although there is no separate section for children. Besides, 22 daily newspapers and 18 periodicals in English, Sindhi and Urdu are made available in the library for readers.

There are only limited facilities in this library. However, it is expected that after shifting to the new premises, the facilities in the library will significantly improve.

07 Qadir Bux Bedil Library, Shikarpur

Originally in 1873, “Friend Society Reading Room” was set up as a library at Lakhi Gate, Shikarpur. Later on, the name was changed as “Narayan Jagannath Library” to perpetuate the memory of Rao Bahardur Narayan Jagannath, a Maharashtra Brahamin, who came to Sindh in 1861 as Assistant Educational Inspector and was elevated to the post of Deputy Educational Inspector. At certain stages, he also held the charge of Educational Inspector in Sindh, a position rarely given to the natives. During those days, he took keen interest in the progress of the Library at Shikarpur.

After national independence in 1947 and creation of Pakistan, the Library was called Municipal Library. On 02-05-1988, Culture Department, Government of Sindh, Karachi took administrative control of the Library and named it “Kadir Bukhsh Bedil Sindh Government Public Library” in memory of the most celebrated poet of the Upper Sindh. The Municipal Committee Shikarpur endorsed the Government decision, in the greater public interest.
Building
The old historical building of the library, situated near old City Magistrate Office on the road leading to the Railway Station, was constructed in 1876 by the public subscription and generous donations by Shikarpur Municipality and the Local Board. In 1938, the old structure was dismantled and the same year another building was erected at the cost of Rs.50,000.00. Again in 1977, construction of new building was approved and constructed by Shikarpur Municipality with the financial assistance of the Evacuee Trust Property Board Sindh at total cost of Rs. 148,000. The opening ceremony of the new building was performed by the Kazi Abdul Kadir, the then Political Secretary in Z. A. Bhutto regime.
Recently, one big hall was constructed by the local MPA funds. Two small halls, one for children and another for ladies were constructed by Culture Department, Government of Sindh, Karachi.
Collection of Books and Periodicals
This library has a collection of 24,083 books in all, including 1920 for children, mainly in Urdu, Sindhi, Arabic, English and few in Persian.
Besides, 28 daily Newspapers and 27 periodicals in Sindhi, Urdu and English are provided in the library for regular readers / visitors.
Facilities and Services
The triangular auspicious building of the library comprises three (3) big halls, two (2) small rooms, a large verandah and four rooms, a public lavatory and a big garden in the backyard of the building. Hall ‘A’ accommodates Newspapers Reading Room, Hall ‘B’ serves as Student Reading Room and Hall ‘C’ accommodates Stack in reading area. There is a separate section for children library.
Available space in the library is rented out for local literary and educational function on nominal charges. Historically, the library building served as a meeting place for literary activities including debates, public lectures and other functions.
Standby Generator facility is not available in the library due to which the readers / visitors face difficulties during power load-shedding hours which, unfortunately is a regular feature in the country these days. However, the purchase of one generator is under process at Secretariat level which is expected soon.

08 Allama I. I. Kazi Library, Dadu

Allama I. I. Kazi Sindh Government Public Library Dadu was established the year 1965. Prominent personality (Late) Mr. Taj Muhammand Sehrai was founder of this library. Initially, the library remained under the administrative control of District Council Administration Dadu. In 1989, the renovated building was taken by Culture Department, Government of Sindh. Syed Qaim Ali Shah, the then Chief Minister of Sindh inaugurated the library.
The Library is located on main Indus Highway, near Civil Hospital and District Police Officer House Dadu.
Collection of Books & Periodicals
This library has a collection of 25,460 books in all, mainly in Sindhi, Urdu and English including 3,940 donated books. There are around 1000 books for children.

The library has separate halls for boys and girls. The halls are air-conditioned and fully equipped with the latest furniture. There is a small computer centre with internet facility for the visitors / readers.

The Culture Department Government of Sindh realized the necessity of the Academic for Social activities of the people, form the cultural and Educational programs point of view, this Academy was founded in the year 1985 on 11-02-1985 and the construction work of the building completed on 22-07-1987, with the cost of Rs. 7,984,675 (Rupees Seven million Nine Hundred Eighty Four Thousand Six Hundred Seventy Five only) situated from North side on National Highway in the Head Quarter Khairpur District.

In Inauguration Ceremony of this Academy of its present Building was performed by the Law and Local Bodies Minster Sindh Mr. Justice Syed Ghous Ali Shah on 11-02-1985. The name of this Academy of has been kept in name of Soofi Saint Hazrat Sachal Sarmast of Daraza Sharif Khairpur, as per decision took place in the Sachal Seminar and thus Academy came in to existence with effect from 11-02-1985. Sachal Academy Khairpur has a beautiful Air Condition Auditorium with the Provision of 350 Seats. The Academy has two Rest Houses, one on Ground Flour and Second on First Flour and there are two servant quarter and one store also in Academy premises. This Academy has one office and Special Library also which are running the Rest House. This library has 1944 Collection of Books on various Topics.
In order to provide Academy service to the people of the city of Khairpur, it is intended to start Adabi Conference, Seminars, Educational and Cultural programs, with the result that people and the coming generation may obtain this gain for improving and developing their lives from the cultural point of view.
At present this Academy is working under the control of Culture Department Government of Sindh. Now, the Sindh Government has been pleased to sanction hand some amount for repairs, renovation and construction work, which work has been completed by the July 2010, as the Academy burrent in December 2007.
However the inauguration ceremony of the Academy was performed by Honorable Syed Qaim Ali Shah Jillani Chief Minster of Sindh on 29 July 2010.
11 Dr. Atta Muhammad Hami Library, Khairpur

The Basic principal of opening of the libraries is only to raise the standard of the education of the students in particular and the public in general. This library was opened with the name of Dr. Atta Muhammad Hami, who was prominent poet, Author and most literacy man. The cost of the library is Rs. 530,000 (inwards Rs. Five Lac thirty Thousands only) which was sanctioned and released during the days of honorable Syed Qaim Ali Shah Jillani Chief Minster of Sindh and building was completed in the year 1992-1993.

The library contain a big reading hall which is full with a precious books of various topic and knowledge which curtail the need of the students and the people of the village and its surrounding area. The total collection of the books in the library is 11,352.
Besides it library also provide the Newspapers, Magazines for reading of the students and the general public.
The library works under the control and supervision of the Culture Department Government of Sindh.
